City Council throws out day nursery plans

Plans for a day nursery in Nottingham city centre have been refused by the City Council.

The plans for the transformation of a former Oriental supermarket T 21-23 Derby Road were submitted by Rick Cobham Design, based in the Lace Market area of Nottingham, on behalf of a Mr Swali.

The day nursery would have created four jobs at the 1,400 sq ft unit if the plans had been approved, and would have provided care for 10-15 children on the ground floor of the building. The lower floor would have been used as offices for the nursery staff and the preparation space for food and drinks to be brought up to the ground floor.

However, Nottingham City Council’s Planning Committee has refused to grant planning permission for the new business, saying: “The property is not considered to be suitable for the proposed change of use from a shop to a day nursery given its configuration and location.

“The constrained nature of the property and level of natural daylight available to the ground floor as result of half obscuring the existing windows fronting onto Derby Road, would adversely affect the amenity of the users of the day nursery.

“In addition the use of the property is likely to encourage inappropriate parking practices, particularly on Derby Road, whilst parents/carers are dropping off and picking up children. Such parking could impede the flow of traffic and increase the likelihood of serious road accidents being caused on this heavily trafficked main arterial route.”

It is not known whether Mr Swali intends to appeal against the decision.
