FUNDING for the Northern Hub programme of rail improvements could be announced by ministers later today, according to reports.A major package of improvements to the UK's rail network is set to be announced by senior Government ministers today, which may include an agreement to fully fund a series of improvements aimed at boosting capacity around Manchester to remove bottlenecks which will improve the capacity and speed of the rail network across the North.
