COUNCILLORS in Preston are set to approve plans for a further 1,100 homes at Cottam Hall in north west Preston next week.The Homes & Communities Agency (HCA) is seeking permission for housing as well as 5,000 sq ft of retail and 16,000 sq ft of commercial.The development will complete an area already designated as a new town.
