The Edgbaston Medical Quarter is set to be expanded under new proposals submitted by a subsidiary of Calthorpe Estates.

Pebble Mill Investments (PMI) has submitted plans to Birmingham City Council for the erection of a new medical facility with up to 9,000m² of accommodation, with proposed uses including a hospital, research & development, and a non-residential institution.

The building, which would include car parking, would be contained within the footprint of the former Pebble Mill television studios.

It would comprise two storeys of basement accommodation above which there would be up to six storeys, plus additional plant areas. In terms of impact, it would be lower than the height of the former television centre.

A planning statement prepared by David Lock Associates on behalf of PMI, said the application expanded on the scheme originally approved for the site as the applicant looked at the possibility of accommodating further medical accommodation to support the neighbouring dental hospital and further reinforce the Edgbaston Medical Quarter.

The 0.38-hectare site for the proposed medical facility is between the existing dental hospital and the previously approved Circle Hospital, where construction is planned to start shortly. The finished building will front onto Pebble Mill Road.

The north of the plot is defined by the estate road, Mill Pool Way, which has been implemented and currently provides access to the completed dental hospital off Pebble Mill Road and Bristol Road.

The planning statement reads: “The surrounding area of the Pebble Mill Science Park is made up of many educational, medical and knowledge institutions, including the main campus of Birmingham University, the University Medical School, Selly Oak Hospital and the BMI Hospital.

“This location, therefore, represented an exceptional opportunity to further develop the area’s high technology, knowledge and medical based economy, with good access to knowledge creation centres and efficient infrastructure.

“Having considered the surrounding context within which the Pebble Mill site is situated it has become apparent that there continue to be very real opportunities to create effective and efficient links between medical technologies, research and treatment within the overall framework of the Edgbaston Medical Quarter.

“It is in this context that Calthorpe Estates wishes to confirm the appropriateness of an enlarged medical use for this part of the site.”
