A major contribution which the "establishment" - Banks, Chambers of Commerce, Government" could make would be to the process would be to provide a detailed analysis of imports. What should follow then could be some grant aid, if necsary, to seek to replace imported goods by making them here. This would have the obvious balance of payments benefit, but above all could create more jobs here. House building oculd be a good place to start - all housebuilders could contribute information
