David is a nationally recognised leader in the field of public sector law, including experience in all aspects of powers, procurement, joint ventures and, more recently, the PFI and PPP in local government, health, education and defence sectors. He has undertaken leading edge work in award-winning PFI projects such as the Isle of Wight (£45 million) and Hereford and Worcester (£520 million) integrated waste management projects and the Army Foundation College, Harrogate, PFI project (£450 million).
David's role will be to lead the commercial team and act as client interface for review and quality assurance.
Before joining Walker Morris, David had a successful career in local government - latterly as Borough Secretary & Solicitor at Ashford Borough Council in Kent where he had a leading role in respect of the Council's stance to the Channel Tunnel Rail Link, its Housing Strategy and a number of economic development initiatives, He also supported the Kent Association of District Councils as Honorary Secretary and Honorary Legal Advisor. He previously held positions with Stockton on Tees MBC and Calderdale MBC. He is a former member of the Law Society Planning Panel and is an active contributor to journals and conferences on topics covering Procurement, PPP and PFI. He authors a work on PPP and PFI for Tolley's Encyclopedia of Best Value and Competitive Tendering and has advised the Institute for Waste Management on their Best Value Guidance.
He was awarded the County Surveyor's Plate in recognition of the value of his contribution to the Isle of Wight's economy as lead adviser on the project.
