CREATING the conditions for growth rather than "picking winners" should be the focus for economic development in the Sheffield City Region, according to a new report.

Establishing better transport connections to Robin Hood Airport, improving skills and a 'can do' approach to planning are among the priorities set out by the area's four chambers of commerce in their "Manifesto for Growth" launched this morning.
