Towers planned for Lumiere site

PLANS for a scaled down version of the collapsed Lumiere skyscraper project in Leeds city centre are to be unveiled.

The proposed scheme would see two towers each up to 11 storeys high being constructed on the site.

A report that will be presented to Leeds City Council’s city centre plans panel suggests one of the buildings would be used as offices and the other could house a hotel.

However, any development constructed would be on a scaled down version to that initially proposed by KW Linfoot and Frasers Property.

The £225m Lumiere scheme was put on hold in 2008. It proposed 952 apartments in two towers up to 55 storeys high. KW Linfoot went into liquidation in June 2009.

Groundworks on the Wellington Street were dug but the site has remained boarded up since.

The report states that the unnamed developer has been in discussions with Leeds City Council since March and that a number of meetings have taken place.

As well as two buildings, the proposal includes an ‘urban square’.

Although the scheme will be presented at the meeting next Thursday, no decision on its future will be made as it’s a pre-application presentation of an “emerging scheme”.

The report states that: “This site benefits from permission for the Lumiere scheme, which is extant due to the fact that a significant amount of ground works were carried out before construction ceased.”
