A skip hire operator has been handed a suspended prison sentence after admitting a series of waste management offences at a Rutland facility, where unsafe storage contributed to conditions surrounding a major fire.<\/p>\n
Paul Sellars, 65, of Wheatsheaf Lane, Greetham, was sentenced at Leicester Magistrates’ Court on Thursday after admitting offences committed at the Wood Lane site between October 2023 and August 2024.<\/p>\n
He received a 14-week prison sentence, suspended for two years, and was disqualified from working in the waste sector or applying for waste-related licences for two years. He was also ordered to pay \u00a3554 in costs.<\/p>\n
The Environment Agency said Sellars had demonstrated a flagrant disregard for the law by continuing to accept waste and failing to store it safely, despite repeated warnings and enforcement action.<\/p>\n
Sellars operated a skip hire business at the site under an environmental permit allowing him to accept and transfer household, commercial and industrial waste.<\/p>\n
However, Rutland County Council cancelled its contract with him in July 2023 amid concerns about the volume of waste being stored at the facility and the safety of site operatives and drivers.<\/p>\n
Environment Agency officers subsequently served a suspension order in February 2024, prohibiting the acceptance of further waste.<\/p>\n
A fire broke out in a waste pile measuring four metres high the following day. The blaze, which was believed to have been caused by a discarded lithium-ion battery, took firefighters more than three hours to extinguish.<\/p>\n
Despite receiving warnings, Sellars continued to accept waste and failed to comply with notices requiring excess material to be removed from the site, according to the agency.<\/p>\n
The Environment Agency began proceedings to revoke his permit, but Sellars sold the facility to a new operator in August 2024. The site has since been cleared.<\/p>\n
Sellars admitted operating a waste facility beyond the boundaries authorised by his permit between October 2023 and August 2024. He also pleaded guilty to accepting waste without permission, storing it unsafely and continuing to receive waste after his permit had been suspended.<\/p>\n
Laura Richardson, environment manager for the Environment Agency in Lincolnshire and Northamptonshire, said: “The Environment Agency will pursue any\u202fperson or\u202fcompany that\u202ffails to\u202fuphold the law\u202fto\u202fprotect nature and will continue to press for the strongest possible penalties.<\/p>\n
