Lynne McFaul

Law firm, Cartmell Shepherd Solicitors, has expanded its West Cumbria team with the appointment of an experienced senior solicitor.

The firm, which operates across Cumbria and Northumberland, has recruited Lynne McFaul who brings more than 30 years’ experience in commercial property.

Lynne lives in Cockermouth and will be based at Cartmell Shepherd’s office in the town. Her appointment as a Senior Associate Solicitor further strengthens the firm’s West Cumbria team and will help meet increasing demand for its services. Lynne will work with clients across Cumbria and nationally as part of the firm’s commercial property team, which is one of the largest in the area.

Tom Wilkinson

Manchester City Council has unveiled two key appointments which will be approved by its Personnel Committee tomorrow (February 14).

Tom Wilkinson will take up the role of City Treasurer after Carol Culley – who is also deputy chief executive – announced in January that she would be leaving the organisation in March after 23 years.

Tom has been a qualified Chartered Institute of Public Finance and Accountancy (CIPFA) accountant since 2000, following a traineeship with the City of York Council. He relocated to Dorset in 2008 where he initially worked as Treasurer to Wiltshire Probation Trust, before moving back into Local Government in 2011 working for Councils in Dorset where he supported Housing, Economy and Regeneration departments as well as Children’s Services and Pensions and Investments roles. He managed the £3bn Dorset County Pension Fund before relocating to Greater Manchester in 2017.

Tom has since held the position of Deputy S.151 Officer at Tameside Council, working with the joint health finance team. He then joined Manchester City Council in 2021 taking up the role of Deputy City Treasurer helping to lead and develop the finance offer at the Council. The process to appoint to the role of Deputy Chief Executive will now begin.

Dr Cordelle Ofori

Dr Cordelle Ofori has been appointed to the role of Director of Public Health for Manchester, taking up position from David Regan who is leaving the organisation after 35 years working in health positions in Manchester.

Dr Ofori is currently Deputy Director of Public Health at the City Council. She grew up in Manchester before qualifying as a doctor at the University of Nottingham. She then practiced as a GP at several inner London practices, later choosing to specialise in public health medicine. It was this first-hand experience of health inequality, combined with charitable roles, which inspired a passion for improving health equity and outcomes for marginalised communities.

Dr Ofori led the city’s COVID-19 testing systems and helped develop a bespoke approach for its diverse communities around vaccines and safety measures. She said: “I want to make sure that everyone can enjoy the benefits of this great city, improving the health and life opportunities for our residents. I am passionate about listening to our communities and understand what is important to them – particularly those voices that are not always heard.”

Council leader, Cllr Bev Craig, said: “These two positions play an exceptionally important role in the wellbeing of our council and that of our residents. After many years of stewardship from long-term officers of our council, I welcome Tom and Cordelle to these positions with confidence that they will meet the key challenges that face them to balance our budget and ensure the health of our city.”

Chief executive, Joanne Roney, said: “Tom and Cordelle both have an intimate understanding – and of the challenges – their respective roles play in our city. Both will take a role within our senior management team and I am delighted that we have been able to promote from within the talented workforce we have at the council.”

Leona Starzec

Stockport-based, Parfetts, has promoted Leona Starzec as a key account manager to support the growth of its off-license symbol fascia, The Local.

Leona joined Parfetts in August 2023, and her hard work in supporting retailers is recognised in the promotion. She will report to John O’Neill, retail sales controller.

Steve Moore, head of retail at Parfetts, said: “Leona brings a wealth of experience in the off-licence sector, and we’re confident that she will provide industry-leading levels of support for our current retailers.”

Parfetts launched The Local to sit alongside its fast-growing Go Local symbol group.

Ashley Dollin

Altrincham-based Dandara Living has welcomed Ashley Dollin to its senior leadership team, as Mobilisation Manager.

Having spent several years working in the multi-family sector in the USA, Ashley’s extensive operational experience and expertise made her the ideal candidate to spearhead the company’s mobilisation team, it said.

She will play a pivotal role in the launch of Dandara Living’s latest site, Granary Quay in Glasgow, scheduled for May 2024, and will lead the future delivery of a pipeline of 16 further sites nationwide.

Ashley said: “I am thrilled to join Dandara Living at such a pivotal time. The opportunity to contribute to the company’s growth and to deliver high quality living spaces across the UK is incredibly exciting.”

Adam Broadbent

FTI Consulting Inc has hired Adam Broadbent, who rejoins the firm as a Managing Director in the Turnaround & Restructuring practice in Manchester.

Mr Broadbent will focus on providing restructuring solutions and advice to financial and corporate stakeholders in the North of England and, following the arrival of Oliver Wright in July 2023, is the second senior appointment to the firm’s growing Manchester restructuring team, which launched in 2023.

Oliver Wright, Senior Managing Director and head of the Manchester Office, said: “Adam is an impressive restructuring colleague with great transactional experience and is highly regarded by both the market and the firm. Adam’s arrival strengthens the growth momentum of our Manchester office, and I know he will be a great asset to our clients in the North of England.”

Mr Broadbent has more than 15 years of experience acting for senior lenders, corporates and private equity investors in stressed and distressed situations. He rejoins FTI Consulting from KPMG in Manchester, where he was a Managing Director in the special situations practice. Prior to that, he was a Managing Director in FTI Consulting’s Restructuring practice in London for almost a decade.

Sam Evans

Liverpool-based accountancy and advisory firm, DSG Chartered Accountants, has announced the senior appointment of Sam Evans to join its growing team. The new addition will bolster the firm’s private client and audit team.

Sam Evans returns to the firm as audit manager, following a short span at KPMG as audit assistant manager. Previous to this, Evans had a five-year career at DSG, working his way from audit senior to audit manager. He will play a vital role in leading DSG’s dedicated audit and accounts team, which focuses on commercial awareness and sector specific knowledge, providing real time insights and solutions for clients.

Evans’s hire will further strengthen the firm’s client offerings by providing more capacity for taxation support, particularly around succession planning, incentivising employees, and estate planning. It will also provide increased audit expertise for a range of clients, from owner-managed SMEs to large corporates.
