£90m Liverpool city centre scheme gets go ahead

A £90m mixed-use development which will create a new frontier in the expansion of Liverpool city centre has been approved by the city council.

The North Point project will see residential, office, retail and leisure uses coming together in one major brownfield site refurbishment on Pall Mall.

North Point is being developed by PHD1 for investment client Industrial Workshop (Pall Mall), and the scheme has been designed by Liverpool architects BLOK.

It will feature 366 residential units split between studio, one and two-bedroom apartments, and live/work units, as well as ground, first and second floor offices, ground floor retail space, ground floor cafe/bar, a fifth/sixth floor restaurant and terrace, a third floor gym and external paddle court and a tenth/eleventh floor spa with an external terrace.

PHD1 chairman Peter McInnes said: “We are delighted with the approval, and the positive reaction to our plans.

“This is a hugely exciting project for us and, we believe, for the city. North Point will establish itself as a distinct destination, open up a different kind of urban living and take the expansion of the city centre outwards in a new direction.”

“It also adds to our growing portfolio of development projects within the city which add up to some £600m worth of investment.”
 
A striking feature of the development will be the extensive roof gardens.

A number of existing buildings at 70-90 Pall Mall will be demolished and replaced by a series of buildings ranging from seven to 10 storeys in height. An 18-storey tower will stand at one end of the development and provide an impressive landmark at this gateway location to the city centre from the north.

The old warehouse frontages at the site will be retained, however, to maintain an architectural link with the heritage of the area.
 
A report to the city council’s planning committee stated that the development would “set a high-quality design benchmark for the future regeneration of this ‘Pumpfields’ area”.

BLOK managing director Antonio Garcia said: “We wanted to create a development that will be hugely appealing on several levels – as a place to live, work, relax and socialise.
 
“The tower adds a dramatically visible landmark to fix the location of the development and the addition of the roof gardens will bring a unique aspect to city centre living.’

“It will be a high quality setting for a whole range of activities from new start-up businesses to a luxurious spa that will help animate this part of the city.”

PHD1 expect to be on site by July  and completion is due in November 2017.
