development plans for golf course site lands in political rough"},"content":{"rendered":"<p>A housing developer has teed off with its consultation for plans to build 1,000 homes on a former golf course and landed straight in the rough of political opposition.<\/p>\n<p>Mulbury Homes has unveiled detailed plans for its proposed development on the former Eccleston Park golf course, but St Helens Council leader Cllr David Baines said he was &#8220;shocked and disappointed&#8221; about the timing of the <a href=\"http:\/\/ecclestonparkvillage.co.uk\/\">public consultation<\/a>.<br \/>\n<div id=\"attachment_2060090\" style=\"width: 410px\" class=\"wp-caption alignright\"><img decoding=\"async\" aria-describedby=\"caption-attachment-2060090\" src=\"https:\/\/www.thebusinessdesk.com\/_files\/images\/may_20\/David-Baines-e1589622838273.jpg\" alt=\"\" width=\"400\" height=\"266\" class=\"size-full wp-image-2060090\" class=\"wp-caption-text\">St Helens Council leader  Cllr David Baines<\/p><\/div><br \/>\n&#8220;I was not aware that they were planning to do so,&#8221; said Baines.<\/p>\n<p>&#8220;To launch a consultation on this sensitive issue at this time is in my opinion a mistake, and I urge Mulbery Homes to reconsider and come back later in the year when residents can give it their full attention.&#8221;<\/p>\n<p>Mulbury wants to build 989 homes on the site in St Helens, including 200 affordable homes and accommodation for over-55s.<\/p>\n<p>The mixed community would also have a health centre and pharmacy and a 30-space car park for Eccleston Park train station, which is on the Liverpool-Wigan line.<\/p>\n<p>The first phase of the development is for 315 homes and the infrastructure and amenities, with the remaining 674 homes to follow in phase two.<\/p>\n<p>Greg Mulligan, owner of the Warrington-based developer, said: &#8220;Our plans for Eccleston Park Village are a once-in-a-lifetime chance to create a new neighbourhood of homes to accommodate families, the over 55s and people needing affordable houses.<\/p>\n<p>&#8220;It really is a new village and will be a major asset for the community, creating homes, amenities and jobs which will help Eccleston Park and St Helens to thrive.&#8221;<\/p>\n<p>If approved, construction will begin &#8220;as soon as possible&#8221;, with the entire project expected to be complete by 2030.<\/p>\n<div id=\"attachment_2060091\" style=\"width: 610px\" class=\"wp-caption aligncenter\"><img decoding=\"async\"
