While financial discipline is often necessary, a singular focus on reducing expenditure can leave organisations leaner, but ultimately less capable of returning to sustainable growth.

In our work with mid-market businesses, one message comes up time and again: decisions made under pressure still need to be anchored in long-term value. Otherwise, organisations risk stabilising today’s balance sheet only to find themselves facing the same challenges again in the future.

So, what should leaders be thinking about when the top line stalls?

Reframe cost-cutting as resource allocation

When performance comes under pressure, cost is often the first topic on the boardroom agenda. But focusing solely on where to cut can lead to blunt, reactive decisions that undermine future performance.

A more effective approach is to think about resource allocation rather than cost reduction. That starts with a clear understanding of where the organisation is heading, the position it wants to occupy in its market, and how today’s decisions support that long-term ambition.

This shifts the conversation from “Where can we cut?” to “Which capabilities and activities will create the greatest value in the future, and which no longer do?”

Even when immediate action is required, decisions grounded in long-term value tend to deliver stronger short-term outcomes because they strengthen the organisation rather than simply making it smaller.

Cut the fat, not the muscle

Broad cost-reduction programmes can appear decisive and often reassure stakeholders that action is being taken. However, blanket cuts frequently weaken the very capabilities the business depends on for future growth.

Instead, leaders should take a targeted, evidence-based approach. Different functions contribute differently to organisational success. Some areas are already operating efficiently or are strategically critical, while others may have expanded organically through manual processes, duplicated activity or outdated ways of working.

Think less like a lumberjack swinging an axe and more like a surgeon using a scalpel.

Many mid-market businesses have grown by adding people to meet increasing demand, often without investing in the systems, automation or process redesign needed to scale efficiently. As a result, complexity increases alongside headcount.

Improving efficiency should not be viewed simply as reducing employee numbers. More often, it means simplifying processes, eliminating duplication and ensuring resources are focused where they generate the greatest value. In many cases, that means redeploying talented people into areas that support future growth rather than removing them altogether.

Ultimately, it’s about having the right people, with the right skills, in the right roles.

Work backwards from future customer needs

Periods of economic uncertainty have a way of exposing strategic gaps. Leadership teams may be clear about where they want the business to go but less certain about how that ambition translates into day-to-day decisions.

One of the most valuable exercises is to step outside the organisation and work backwards from the future customer.

Consider questions such as:

How are customer needs changing?

Where will future sources of growth come from?

What will our organisation need to look like to meet those needs effectively?

What capabilities and skills will we need to remain competitive?

Once that future view is clear, decisions around both investment and cost become far more coherent. Some functions may need to shrink or fundamentally change, while others will require increased investment, funded by efficiencies elsewhere.

Without this external perspective, organisations risk optimising today’s operating model for yesterday’s market.

Address capability gaps, not just capacity constraints

One challenge we hear repeatedly from leadership teams is that they lack capacity, particularly within functions such as Finance, HR and IT.

In reality, the issue is often capability rather than capacity.

As organisations grow, roles evolve. Technical specialists are promoted into broader strategic or business partnering positions without clear expectations, the necessary skills or sufficient development. Teams become increasingly busy, yet the work that creates long-term value struggles to gain traction.

Rather than simply adding headcount, leaders should identify the capabilities the organisation will need in the future and determine whether those skills should be built internally, recruited externally or accessed on an interim basis.

Without that clarity, increasing capacity alone rarely addresses the underlying challenge.

The bottom line

When revenue slows, decisive leadership matters. But acting quickly without a clear strategic direction rarely creates lasting improvement.

The organisations that emerge strongest from periods of pressure are those that use them as an opportunity to sharpen their focus, simplify the way they operate and align resources around future value creation.

Cost reduction should never become the strategy. It should enable the strategy.

Ready to start the conversation?

If your organisation is balancing short-term financial pressures with long-term growth ambitions, we’d love to discuss how a more strategic approach to organisational design, capability and resource allocation can help position your business for sustainable success.

In this viewpoint, Forvis Mazars explores why the best response to slowing revenue isn’t simply reducing costs, but making smarter
