{"id":6827,"date":"2026-08-21T07:38:29","date_gmt":"2026-08-21T06:38:29","guid":{"rendered":"https:\/\/www.thebusinessdesk.com\/scotland\/?p=6827"},"modified":"2026-08-21T07:38:29","modified_gmt":"2026-08-21T06:38:29","slug":"270m-1000-home-cowlairs-development-signed-off","status":"publish","type":"post","link":"https:\/\/www.thebusinessdesk.com\/scotland\/news\/6827-270m-1000-home-cowlairs-development-signed-off","title":{"rendered":"\u00a3270m, 1,000-home Cowlairs development signed-off"},"content":{"rendered":"<p>Plans for a partnership that should unlock around 1,000 new homes at the long-derelict Cowlairs site in north Glasgow has been backed by the council\u2019s administration committee.<\/p>\n<p>Glasgow City Council, the Scottish National Investment Bank and Aviva Capital Partners will now move to finalise an investment agreement, subject to the governance approvals of each partner, to regenerate the 30-hectare site in Possilpark, which is currently owned by the council.<\/p>\n<p>It is intended that a mix of new homes will be built on the site between Saracen St and Keppochhill Road, along with improved amenities, enhanced placemaking and upgraded infrastructure. The project is expected to have a value of around \u00a3270m.<\/p>\n<p>&#8220;The aim is to make efficient use of land while a creating modern, walkable higher density neighbourhood close to existing services and infrastructure,&#8221; read a statement.<\/p>\n<p>With the council retaining a measure of control over the long-term stewardship of the site, it is expected that around a third of the development be social and affordable homes.<\/p>\n<p>Council leader Susan Aitken said: \u201cThis is a welcome decision that will lead to one of the most exciting developments I\u2019ve seen over my nine years in charge.<\/p>\n<p>&#8220;Firstly, 1,000 much-needed family homes of all tenures during a housing emergency is more evidence of Glasgow\u2019s reputation as a city that builds where other prevaricate.<\/p>\n<p>&#8220;But the ambition to create a whole new walkable neighbourhood adjoining one of Glasgow\u2019s most famous thoroughfares in Saracen St, with a commitment to quality, design-led higher-density family housing will create a new standard for modern urban design in Scotland.<\/p>\n<p>&#8220;And while it may seem like dry accounting fact, the creation of this investment partnership with SNIB and Aviva opens up a whole new world of possibilities for housing-led regeneration in our city, and we are already in discussions with other similar patient capital funders class=\"wp-caption-text\"><strong>An overview of the Cowlairs site<\/strong><\/p><\/div>\n<p>Cowlairs is one of five regeneration zones across north Glasgow, alongside Sighthill, Dundashill, Hamiltonhill and Possilpark, which together are expected to deliver more than 5,500 new homes in a part of the city that has an abundance of post-industrial land along the Forth and Clyde canal, but where some of the city\u2019s &#8220;most stubborn pockets of inequality&#8221; remain.<\/p>\n<p>Agreement at the City Administration Committee will now allow the partners to progress their own approvals, followed by establishment of the investment partnership and pre-planning application.<\/p>\n<p>Derelict for three decades, Cowlairs is a &#8220;complex and challenging site&#8221; that includes historic mine workings, a disused mineshaft, topographical issues and significant infrastructure requirements.<\/p>\n<p>Enabling works and construction would begin in due course in three principal phases, each phase delivering a third of the homes across the site.<\/p>\n<p>Regeneration firm Place Capital Group has provided feasibility and design support for the
