Law firm helps Yorkshire primary care trust make ‘substantial’ savings

A PRIMARY care trust (PCT) in Yorkshire has completed an agreement, which will deliver substantial cost savings following advice from law firm Hempsons.
The agreement under the Framework for External Support for Commissioning (FESC) will provide the PCT with easy access to a framework panel of export providers who can support them in its commissioning.
The framework, which has been designed by the Department of Health, is not mandatory but is regarded as an efficient method of procuring and enhancing the necessary commissioning skills and capacity to PCTs.
The corporate commercial department at Hempsons’ Harrogate office assisted the PCT in negotiating and revising the external support services agreement as well as providing specialist procurement and employment law advice.
Partner Richard Nolan who led the team from Hempsons said: “Hempsons was ideally placed to successfully deliver this project having worked closely with the national FESC team on a pilot project and having previously devised innovative and effective solutions, which we were able to adapt, refine and employ on this most recent transaction.
“The unique features of this transaction posed complex challenges which called for innovative solutions.”
Hempsons, which has offices in London, Manchester, Harrogate and Newcastle, and acts for more than 170 NHS organisations across England and is widely recognised as a UK firm that specialises in the health, social care and third sectors.
