£280m masterplan for city site revealed

Property investor and car parking operator, Town Centre Securities (TCS) has entered a joint venture with Glenbrook to bring forward development of the Whitehall Riverside scheme in Leeds city centre.

The total GDV for the project is £280m. A new masterplan is being proposed which will provide a riverside mixed-use scheme just three minutes walk from Leeds Railway Station.

Plans have been submitted to Leeds City Council to be considered at next week’s Plans Panel for a development comprising 215,000 sq ft of grade A office space across two buildings, a 478 space CitiPark multi-storey car park and travel hub, and a 108 key aparthotel.

A separate, detailed planning application is proposed by Glenbrook for up to 532 apartments across two buildings of 15 and 18 stories with ground floor commercial units.

The proposals include extensive residents’ amenities split across the ground floor and mezzanine with terrace garden overlooking the River Aire.

Danny Roberts at Glenbrook added: “Having developed a number of BTR schemes across the UK in recent years, we have been looking to expand our presence into the Yorkshire market.

“Located close to Leeds’s premier commercial district, this development site was an attractive proposition, only increased by the prospect of working with TCS and we look forward to working with them to deliver the masterplan vision.”

The design and professional team include Enjoy Design, Sheppard Robson, re-form, Curtins and ID Planning.

This is the second announcement for Glenbrook in 24-hours, having acquired a 5.12-acre site on Kirkstall road at the edge of Leeds city centre on Wednesday. The site currently has consent for 631 apartments and 10,000 sq ft of commercial space.
