Revised plans brought forward for up to 4,000 homes

Caddick Group is to lodge a revised planning application for up to 4,000 homes at the Maltkiln site between Harrogate and York.

A new round of consultations are being staged before the updated proposals are submitted to Harrogate Borough Council.

Following a lengthy selection process, the council has chosen Cattal Railway Station as the focus for the new settlement.

Caddick Group, which will be delivering the project, wants people’s views on its latest outline application which takes on board the local authority’s requirements for sustainable development.

If it wins approval, Maltkiln will not only provide thousands of new homes but will feature a local centre with retail, community, and health facilities, recreational green space, a sports hub, two primary schools and employment space.

The application and masterplan for the settlement sets out design responses to the council’s proposed policies and takes on board the latest Government design guidance to provide safe walking and cycling routes, which will reduce reliance on private cars.

These measures will be complemented by financial support for new and extended bus routes and delivery facilities.

Proposals include bridges over the railway line and the removal of level-crossings, which will also allow for operational improvements on the Leeds-Harrogate-York railway line. Improvements are also earmarked for the A59, replacing dangerous junctions.

A district heating network will deliver heat from communal air and ground source heat pumps and enable energy demand to be managed in the most efficient way.

Chris Procter, from Caddick Group, said: “We’ve carefully considered the feedback provided to date and arrived at proposals we believe will address an acute need for housing in this part of North Yorkshire, while incorporating community, transportation, and environmental innovations which we believe will make Maltkiln a great place to live and work.

“We’ve worked with residents and stakeholders from across the region for a number of years and are very encouraged by the way the Maltkiln development has taken shape to date.”

Maltkiln will offer a range of housing types for sale and rent, including family homes, starter homes, affordable homes, and properties for older people. Plots will also be provided for self-build homes.

Housing association, Clarion Housing Group, has been assisting with the update to the planning application.

As part of this latest round of consultation on the outline plans, Caddick will hold a further public exhibition at Green Hammerton Village Hall on 12 September and an online portal has been created for consultation responses at www.maltkilnvillage.co.uk
