The high street isn’t dying, or thriving. Does Burnham’s rates cut change that?

Andy Burnham has been Prime Minister for ten days.

In that time, he's capped bus fares, cut VAT on electricity bills, and slashed business rates for pubs, clubs and live music venues. If you'd asked anyone what a former metro mayor's first fortnight in Downing Street would look like, this is roughly what they'd have sketched out on a napkin.
