Harrogate Spring Water is mulling its next steps after councillors blocked its expansion plans, dealing a blow to the scheme tipped for approval.<\/p>\n
The decision marks another twist in a near decade-long planning process that has seen multiple revisions, mounting opposition and repeated delays.<\/p>\n
Planning officers had recommended approval of the proposals, which would have created more than 50 jobs and delivered a multi-million-pound boost to the regional economy. However, members of North Yorkshire Council committee went against that advice, citing concerns over environmental impact and design.<\/p>\n
Central to the refusal was the proposed loss of around 500 trees in Rotary Wood, part of the Pinewoods community woodland. While the company had pledged to plant six times as many trees as would be removed, councillors said the mitigation did not go far enough.<\/p>\n
Rejecting the scheme, members concluded the location of replacement planting was not sufficient to compensate for the loss, while the design of the new building was not considered in keeping with its surroundings.<\/p>\n
In their report, planning officers had maintained: \u201cThe matters for consideration under this application only relate to access, scale, layout, appearance and landscaping.<\/p>\n
\u201cThe scale, access and layout comply with the parameters conditioned at outline stage and are considered to be acceptable.<\/p>\n
\u201cThe proposed landscaping has been reviewed by officers and amended through the application process and is considered to be acceptable.<\/p>\n
\u201cThe appearance has been altered through the application in response to officer comments and is also considered to be acceptable.\u201d<\/p>\n
Despite those conclusions, the committee sided with campaigners who have fiercely opposed development on the woodland, which was planted more than 20 years ago by volunteers, schoolchildren and community groups.<\/p>\n
The application had become one of the most divisive planning battles in Harrogate in recent years, drawing in high-profile opposition from actors and environmental figures. Among those objecting were Dame Judi Dench, Dame Joanna Lumley and Sam West, alongside environmentalist Sir Jonathon Porritt.<\/p>\n
In a letter read to councillors, Dame Judi Dench described Rotary Wood as \u201ca living, growing woodland created through patience, care and public spirit,\u201d adding it was \u201cdeeply troubling\u201d that it could be treated as disposable.<\/p>\n
The decision is a setback for the Danone-owned business, which has argued the expansion is vital to meet growing global demand, with its products exported to more than 40 countries.<\/p>\n
The company had also sought to underline the economic benefits of the scheme, including increased spending across its largely Yorkshire-based supply chain.<\/p>\n
Richard Hall, managing director of Harrogate Spring Water, said the firm was disappointed by the outcome. \u201cThe challenges UK businesses face with the planning system are well documented and we are disappointed by the committee\u2019s decision.<\/p>\n
\u201cOur plans have been recommended for approval by the council and we have addressed the two reasons given for deferring this decision at the previous meeting. Throughout this process, we have worked constructively with officers and the local community to strike the right balance between sustainable development and economic growth.<\/p>\n
\u201cWe feel our proposal represents a significant investment in Harrogate \u2013 creating over 50 new jobs, delivering an annual \u00a32.3m boost to the local economy, and a commitment to protecting the local environment.<\/p>\n
\u201cWe are confident in our plans and will carefully consider next steps. Our commitment to investing in the business and community remains unchanged.\u201d<\/p>\n
The scheme had previously secured outline planning permission in 2017, with a reserved matters application submitted in 2020. A larger iteration of the plans was rejected in 2019 before the company reverted to a smaller proposal.<\/p>\n
