Plans for a major sustainable urban extension in North Yorkshire have been thrown into further uncertainty after councillors deferred a decision on the scheme for a second time.<\/p>\n

Banks Property is seeking permission to deliver a mixed-use extension to Eggborough, comprising new low-carbon homes, a primary school and nursery, retail space, assisted living accommodation, public open space and transport improvements.<\/p>\n

The application, originally submitted in October 2023 and updated in August 2025 following discussions with North Yorkshire Council planning officers, was first considered by the authority’s planning committee in May. Councillors opted to defer a decision at that meeting, requesting further information.<\/p>\n

Since then, Banks Property said it has worked with council planning officers to address the issues raised by committee members.<\/p>\n

However, when the application returned to committee this week, members again voted to defer a decision despite planning officers recommending the scheme for approval.<\/p>\n

The latest delay leaves the future of one of the area’s largest proposed residential developments hanging in the balance, with the developer now considering its next move.<\/p>\n

Rob Ormrod, land director at Banks Property, said: “While we remain committed to working constructively with all parties around our Eggborough West planning application, we are disappointed by this second deferral of a committee decision, which has again been made against the recommendations of the planning officer.<\/p>\n

“We have worked closely with North Yorkshire Council over the last three months to provide responses on all the reasons for deferral that were raised at the May committee meeting, and it is frustrating that this work has been overlooked, further delaying the delivery of these much-needed new homes.”<\/p>\n

He said the proposals would create a sustainable extension to the village while delivering significant investment in community infrastructure.<\/p>\n

“Our plans will deliver a well-connected and sustainable extension to Eggborough which will incorporate a wide range of benefits to the local community, economy and environment.<\/p>\n

“These will include enhanced local transport links, a new primary school and nursery, retail units, an extra care home, substantial numbers of affordable new homes and new areas of accessible public open space that will help ensure Eggborough continues to thrive for decades to come.”<\/p>\n

Ormrod added that the company would now “review all planning options available to us before deciding on the most appropriate next steps to take”.<\/p>\n

The repeated deferrals represent another setback for the long-running proposal, with no timetable yet confirmed for when councillors will make a final determination on the application.<\/p>\n<\/div>\n<\/div>\n<\/div>\n
