Plans setting out where new homes, jobs and investment could be delivered across Bradford district over the next 18 years are set to reach a milestone.<\/p>\n
Bradford Council\u2019s Executive will be asked on 15 October to approve the publication of the Bradford District Local Plan, paving the way for a six-week period in which residents, businesses and other organisations can make formal representations.<\/p>\n
The plan provides for a minimum of 33,669 homes between 2025 and 2043 to meet the district’s assessed housing need, alongside at least 110.5 hectares of employment land. The employment proposals are estimated to have the potential to support around 30,000 jobs.<\/p>\n
Around two-thirds of planned housing growth would be within the main city area of the district, supporting regeneration and taking account of major proposed improvements to public transport and connectivity.<\/p>\n
Keighley would continue to be a key growth location within the Airedale corridor.<\/p>\n
All local planning authorities are required by law to prepare and maintain an up-to-date Local Plan for their area.<\/p>\n
Local Plans provide the framework councils use to manage development, identifying where homes, employment and infrastructure should be located as well as setting policies to help determine future planning applications.<\/p>\n
The Bradford District Local Plan has now reached the Regulation 19 stage. This is the formal publication stage before a Local Plan is submitted to the government for independent examination.<\/p>\n
Regulation 19 gives people and organisations the opportunity to make formal representations on whether the proposed plan meets the relevant legal requirements and whether it is “sound”.<\/p>\n
Those representations will then be considered as part of the independent examination process, which is run by an appointed government Planning Inspector.<\/p>\n
For the Bradford district, the Local Plan will guide development up to 2043. It aims to ensure growth is planned in a co-ordinated and sustainable way, while supporting regeneration and investment and protecting important green spaces, landscapes, environmental assets and heritage.<\/p>\n
It also provides a framework to help plan for the supporting infrastructure, which will need to come along with new growth.<\/p>\n
Bradford District Local Plan outlines a brownfield-first approach, with development focused as far as possible on previously developed land and within existing settlements.<\/p>\n
While the council said it has sought to maximise the use of brownfield and other suitable land, it added that some Green Belt land would need to be released to meet identified housing and employment needs.<\/p>\n
It said the proposed release for housing in the Local Plan represents around 1.17 per cent of the district’s total Green Belt area.<\/p>\n
If the decision to publish the Bradford District Local Plan is approved by Executive at its meeting on 15 October, a six-week Regulation 19 consultation would run from 19 October to 30 November.<\/p>\n
The plan and representations are then expected to be discussed at the meeting of the Full Council on 9 December before being submitted to government for independent examination.<\/p>\n
Councillor Andrew Judson, Bradford Council’s executive member for economy, regeneration and planning, said: \u201cEvery council has a legal responsibility to prepare and keep an up-to-date Local Plan. For the Bradford district, that means making choices now about how we accommodate the homes, jobs and infrastructure our communities will need in the years ahead.<\/p>\n
\u201cHaving an up-to-date plan gives us much greater ability to shape where development happens and to resist inappropriate development, rather than leaving the district more exposed to speculative proposals.<\/p>\n
“This plan seeks to strike the right balance. We need more homes, including affordable homes, land for businesses to grow and invest, and the infrastructure needed to support our communities. At the same time, we need to protect the green spaces, landscapes, heritage and natural environment that make our district special.<\/p>\n
“The approach of the Local Plan puts brownfield regeneration first and directs the greatest levels of growth towards the most sustainable locations, while recognising that some difficult choices are needed if we are to meet the district’s housing and employment needs.”<\/p>\n","protected":false},"excerpt":{"rendered":"
