£140m Heap’s Rice Mill conversion scheme gets under way
A £140m scheme to transform a former city centre mill into luxury apartments, commercial space, an underground spa, and musuem, has begun in Liverpool.
Legacie Developments has started work at Heap’s Rice Mill in Liverpool city centre, which will involve 620 units, featuring one- and two-bedrooms, with the surrounding land also being transformed into a 16-storey apartment block.
Previously used by Joseph Heap & Sons – which once ground rice for Kellogg’s Rice Krispies – it is one of the last surviving warehouse complexes in the area.

The Grade II-listed building on the edge of the Baltic Triangle has been empty since 2005, and has had planning permission since 2014.
The developer has partnered with international sales agent, RWinvest, to promote the scheme. It has attracted unprecedented demand, with 80% of the units already sold. As well as the apartment scheme, a new hotel is being constructed next to the main warehouse.
Meanwhile, a special nod to the site’s 18th century beginnings is planned, with a museum celebrating its unique history set to be erected in the building’s reception area.
The development is expected to complete by summer 2025 and will create more than 150 jobs during the construction phase.
