Talbot Mill set for upgrade

STOCKPORT-based developer Insight Properties has gained planning approval to refurbish the largely derelict , four-storey Talbot Mill building in Castlefield.
The company, which is run by Daniel Jabreel, has said it will now carry out “extensive restoration and refurbishment” of the building on Empress St before marketing it as a mixed commercial hub with space to accommodate offices, workshops, a gallery, retail units and cafe/bars.
Apartments and townhouses could also be built as a second phase to the project, which will be the subject of a separate planning application towards the end of 2012.
Mr Jabreel said: “This decision will see Talbot Mill undergo a scheme of modernisation, while preserving its integrity as one of Castlefield’s historic mill buildings. This will provide occupation for a mixed range of uses, both commercial and residential; and will breathe new life into the building and surrounding area.”
The firm was advised by Indigo Planning. Director Dough Hann said: “It is promising to see new development being supported in this area of Manchester.
“This is very much the positive approach endorsed by the new National Planning Policy Framework, helping deliver economic development and new homes.
“Through addressing the building’s heritage value and through careful management of uses, a vibrant mix use scheme will be delivered.”
The redeveloped space has been designed by architects Halliday Meecham. Waterman Boreham and Sol Acoustics also advised on the application.
