Peel progresses Partington plans

PEEL Group has submitted a number of applications which will see it move forward with plans to revitalise the Partington area of Trafford.
A plan to revitalise Partington Shopping Centre via a new anchor food store tenant and a series of reconfigured smaller units is set to be heard by Trafford Council’s Development Control committee tomorrow, while proposals to build 220 new homes on the banks of Manchester Ship Canal are also being progressed.
The developer has already gained outline planning for the scheme, but has now submitted a reserved matters application for a multi-phase application which will also involve the creation of a new market square to sit alongside an improved village green.
Work will be carried out in phases, with the first phase consisting of construction of the big new anchor food store and another large retail outlet that can be subdivided, as well as the market square, an 80-space surface car park and loading bay access. The second phase will see an existing Co-op store demolished to make way for new business units and phase 3 involves a potential extension, subject to the success of earlier schemes.
The application is being pursued on behalf of Peel by Turley Associates and Chapman Taylor. It argues that “the existing retail provision in Partington Shopping Centre is limited and offers little choice to the local community”.
“A high proportion of vacant units and boarded-up shops and flats above project a strong image of an existing centre which is suffering from neglect and general abandonment.”
In total, the redeveloped centre will contain eight shopping centre units with offices above.
The application states that the remodelled centre will “leave a high quality legacy, acting as a major catalyst to regeneration, setting the tone and standard for future development and transforming the image and perception of Partington”.
On the back of this, the developer has submitted a reserved matters application for 92 new homes and a full application to build a further 128 new homes through its joint venture with Barratt Homes.
The homes will sit on a 13.6-acre the opposite bank of the canal to Cadishead. Half of the site is currently brownfield, having been previously used as space for a caravan sales site and the other half is “unmanaged” grassland.
The Peel/Barratt application being progressed is for the first of a two-phase scheme that could eventually see 550 homes being developed overall. A new canalside footpath will be built as part of a wider pedestrian/cycling loop around the whole of Partington Village, encompassing the new centre.
Of the 220 homes proposed, 16 will be two-bed properties, 117 will be three-bed houses and 87 will be four-bed.
Planning officers have recommended that councillors approve the shopping centre redevelopment plans this week. Consultation on the housing element of the scheme is still ongoing and a decision is not likely to be made until August.
