Plans for £21m housing development unveiled

Bellway Homes has unveiled proposals for a £21m development of 174 houses near Bolton.

National planning and development consultancy Lichfields has submitted proposals on behalf of the housebuilder for the scheme on a 10 hectare site at Bowlands Hey, Westhoughton to Bolton Council.

The scheme comprises 51 four-bed detached, 35 three-bed detached, 44 three-bed semi-detached, 22 three-bed semi-detached mews and 21 two-bed semi-detached mews – and will deliver 61 affordable homes.

The proposed project is the second phase of development by Bellway, following the first phase on adjacent land with approval for 129 homes. Permission for the adjacent site was secured following a successful appeal last year.

Senior director Simon Pemberton, of Lichfields in Manchester, said: “The development boasts a significant amount of open space, some of which ties in to the existing Pennington Brook which runs along one side of the development and helps to establish the development appropriately in its position on the edge of the urban area.

“It has the potential to create a high quality residential development which will integrate well into the wider area.”

The site is located on the western side of Westhoughton, on land that was proposed to be allocated for housing in the draft Greater Manchester Spatial Framework.

The application seeks full planning permission for 174 dwellings, including roads and footways, parking areas, associated services, regrading of the land, biodiversity mitigation, hard and soft landscaping, walls and fences, drainage, and other associated works.

Lichfields say the development will sustain 45 on-site construction jobs and support almost 70 off-site jobs in construction related industries over the four-year build period. It will also boost the local economy by £7m a year and Bolton Council will receive almost £1m through the Government’s New Homes Bonus Scheme, Lichfield said.

Last year a planning inspector overturned a previous council decision to block a 129 home development on land adjacent to this site.

Pemberton added: “The council was unable to show it had a five year housing land supply in place and the inspector determined the location was suitable for housing.”
