Developer sought to transform Collyhurst

MANCHESTER City Council has issued a tender for a development partner or consortium to regenerate the Collyhurst estate and the Lower Irk Valley.
The area had been earmarked for £250m of investment under the Housing Market Renewal Initiative but after it was cancelled the council drew up a new strategic regeneration framework (SRF) document for the area last year. It suggested that up to 2,400 new homes could be delivered over a 10-15 year regeneration of the area.
A tender document has now been issued by the council for the 135 hectare site points out that the “under-utilised” area has significant potential, due to its proximity to major regeneration initiatives taking place in the area including Co-operative Estates’ £800m NOMA scheme, Network Rail/Muse Developments’ £250m Victoria Station project and Ask Developments’ Greengate project.
The chosen developer would be responsible for building more than 2,000 new homes, refurbishing 1,000 older properties and improving local retail & public service facilities, as well as providing new jobs and transport links.
“The redevelopment is also expected to contribute to the city’s aspiration to become a world top 20 digital city by 2020,” it adds.
The council will look to shortlist at least three developer proposals. Requests to participate must be received by April 27.
