Neptune’s Baltic Triangle scheme set for approval

A PLAN for three residential blocks at a stalled plot on Liverpool’s waterfront are likely to be approved next week.

A company called Neptune Baltic, which is linked to Neptune Investments, has submitted an application for 308 apartments across three buildings of 13, 10 and eight storeys, at a vacant plot next to the Baltic Fleet pub in Wapping.

The scheme would also have 5,800 sq ft of commercial units and a 360-space car park. It has been recommended for approval at a planning committee next week.

Meanwhile, campaigners are trying to save the neighbouring Joseph Heap & Sons rice mill from demolition after a Seychelles-based developer One Park Lane submitted plans for 800 apartments on the site. The Merseyside Civic Society is seeking a spot listing and a petition has been launched. The public consultation ends on Friday.

The Neptune site has the concrete foundations of a previous scheme which was brought forward by Windsor Developments (Liverpool) in 2007. Work stopped when the business collapsed and its lender, Barclays, has held onto the site.

Two years ago Neptune’s sister company, Neptune Developments, secured planning permission for a £60m project involving apartments and a hotel, but that failed to move forward due to funding problems. Now Neptune Investments has acquired the site from Barclays and is working with Liverpool architect Falconer Chester Hall and Balfour Beatty on a £40m scheme.

Project director Daniel Hynd previously told TheBusinessDesk.com: “We’re taking a long-term investment view of the scheme and doing what I believe is a classic private rented scheme. It’s a typical American model with a hotel-style concierge.”

He added: “We have internal funds and we have a couple of banks we’re speaking to. We’re also on the reserve list for Homes and Communities Agency funding.”

Neptune is hoping to make a start on site in the autumn and will look to incorporate the existing concrete foundations.
