More public consultation events planned for Pall Mall project

Pall Mall public realm

Developers Kier Property and CTP Limited are holding further public consultation events in the atrium at Exchange Station, Tithebarn Street, Liverpool on July 25 and 26, to present updated plans for the Pall Mall scheme.

The site to the rear of Exchange Station currently comprises an area of green space and part of the Pall Mall NCP car park.

The development joint venture and partnership with the Liverpool City Council is proposing to deliver 400,000 sq ft of Grade A+ office space for Liverpool, along with retail and leisure uses around a new, large scale landscaped green public square.

The scheme would address the serious under-supply of Grade A+ office space in the city’s commercial district and it is estimated that the phased development will be worth in excess of £200m and create more than 1,800 jobs.

Landscape architect, re-form, has been appointed by Kier Property and CTP to design the public realm element of the scheme – re-form will work alongside master planning architects Allies & Morrison to develop the landscape and public realm proposals, which will include a new public space comprising a 3,000 sq m ‘green square’ to promote health and wellbeing.

It will create an inspiring setting for businesses and provide much-needed urban green space for residents and visitors to enjoy.

The public consultation events will be held on Wednesday, July 25, between 12pm and 7pm, and Thursday July 26, between 8am and 7pm.

Representatives from Kier Property and CTP will present the current plans and gather feedback from the public, which will inform a formal planning application submission, planned for late summer.

Tom Gilman, managing director (North) for Kier Property, said: “We are very pleased to have the opportunity to consult further with the local community and businesses in the Pall Mall area.

“It is important for the city that we deliver the office element of this scheme and need to get the balance right by creating a high quality piece of public realm and a green space amenity which can be used by the whole community.

“Consulting with the people who are most likely to live and work in the space is absolutely the most effective way for us to do this.”

David Topham of CTP said: “We had some excellent feedback from our previous consultation events, so this is about building on that positivity and sharing our evolving plans with the people of Liverpool.

“We look forward to shaping the masterplan further, to the point where we are in a position to submit it to the council later this year.”

Mayor of Liverpool, Joe Anderson, said: “This Pall Mall scheme is of huge importance to the development of our commercial district as we need Grade A+ office space to attract blue chip companies and highly skilled jobs to the city.

“I’m encouraged by the green square designs as the quality of the public realm will be critical to the success of the scheme and these consultation events are a critical step in developing how this will work.”

Kier Property and CTP were chosen as the council’s preferred development partner following a competitive selection process.
