Planning permission granted for 239 energy-efficient family homes

The proposed Keld development

Homebuilder Northstone has been given the go ahead to build 239 family and energy-efficient homes in Barrowford, Lancashire.

Pendle Borough Council has granted planning permission for Northstone’s 23-acre Keld scheme at Trough Laithe.

The development will provide a range of homes from two-bed cottages to four-bed properties to help meet local housing demand and 20% of the development will be earmarked for affordable housing needs.

It will also complement the surrounding countryside and improve pedestrian routes and cycleways for the existing community.

Keld is Northstone’s second housing development with its maiden scheme of 150 homes already under way in Bolton.

Homes are led by thoughtful and modern design inside and out with electric vehicle charging capability and innovative technology to help residents significantly reduce their energy bills.

Developments will feature pedestrian-led streets to help reduce traffic speeds with pocket parks and mature landscaping to help create a sense of community.

Under the outline permission for the site, Northstone and Peel L&P will also contribute towards local school provision, highways work at junction 13 of the M65, and improving public transport in the area.

Jon England, development director at Northstone, part of Peel L&P, said: “This planning consent means that we can now move forward with our second development to provide more families across the North West with homes that are cheaper to run and have the flexibility of changing downstairs layouts to suit different styles of living, particularly important in current times with more flexible working arrangements needed.

“All our developments provide a mix of properties to help to meet local housing demand and 20% of our Keld scheme will be allocated to affordable housing, working with a registered provider.”

Outline planning permission for the Barrowford site was granted for up to 500 homes in 2017, while Northstone’s permission submitted in December 2019, covers the Southern half of the site with access taken from Riverside Drive.
