Derelict paper mill set for transformation

HOW Planning has submitted an outline planning application on behalf of Blackburn Waterside Regeneration for a new residential-led mixed use development in Feniscowles near Blackburn.

The aim of the development is transform the former Sappi Paper Mill site on Preston Old Road, which has been vacant for several years, with high quality residential and employment space.

HOW says the development will have a positive visual and economic impact on the surrounding area through the replacement of vacant, underused and derelict buildings and hardstanding which have no reasonable prospect of being brought back into beneficial use.

Blackburn with Darwen Council has acknowledged that the site can be developed as a mixed use scheme in the emerging Site Allocations and Development Management Policies document and have allocated the site as providing residential and employment uses on site.

Planner at HOW Planning, Dan Chant, said: “The economic, social and environmental benefits of this development, coupled with the lack of any significant adverse impacts, means that the proposal constitutes a sustainable development. 

“It is one which will contribute to local housing supply, create employment opportunities and will have a positive effect on Fensicowles and the wider area.”
