Consent recommended for 480 homes in North Yorkshire

Proposals to develop 480 homes in Harrogate have been recommended for approval.
The Gladman Developments scheme is intended for a site in Whinney Lane, which has previously been allocated for housing. 192 of the planned homes would be classed as affordable.
The site features about 28 hectares of agricultural land to the south west of Harrogate.
In addition to the homes, part of this land would be reserved for employment and a local retail centre would also be constructed.
Gladman Developments has proposed two access points for residents off Whinney Lane and Lady Lane. These would be connected via a spine road running through the site.
A planning statement accompanying the application explains: “The application site represents a suitable and sustainable location for housing, well located to the existing urban area on the south west edge of Harrogate.
“The proposal has been carefully considered to ensure that it will provide high quality sustainable development.
“Inclusion of up to 1.92 hectares of land for employment will address clear local need and enable local businesses to grow, and this too should be regarded as a significant benefit.
“The proposal would provide new market housing at a time where supply has been restrained and includes the provision of 40% affordable housing, without subsidy, which is a significant benefit in circumstances where the council is not delivering sufficient affordable homes to meet pressing needs.”
Councillors are due to consider the application at a meeting next week.
