Planning bosses recommend refusal for new drive-thru restaurant

Statement made by planning chiefs ahead of meeting next week

Planning bosses at Derby City Council have recommended that a proposed redevelopment of the former Pizza Hut on Wyvernside into a Tim Hortons drive-thru restaurant be turned down when the planning committee meets next week.

Planning bosses believe that the increased traffic at the Wyvernside/A52 Slip/Wyvern Way/Derwent Parade junction would cause even more problems at what is already a very busy section of road.

Tim Hortons sells coffee, doughnuts, sandwiches and other takeaway food. It opened its first store in the UK in 2017 and now has 28 units.

A statement from planning chiefs ahead of the planning committee meeting next Thursday (February 17) said: “On the basis of existing problems and uncertainties over the future operation of the network at this stage, the Highway Authority objects to the proposals on the basis of safety, where existing queues from the Wyvernside impact on the operation of the A52 Slip/Wyvern Way/Derwent Parade Junction, and that no scheme appears to be available to mitigate further intensification of development.

“Although, in my opinion and judgment, this application is finely balanced, Highways officers are of the opinion that the proposed development is likely to contribute to an unacceptable impact on highway safety that cannot be acceptably mitigated.
Therefore, given that there are real concerns about public safety on an important and busy part of the local highway network, a recommendation to refuse permission on highway safety ground is provided.”
