Second phase plans for 123 homes on old college campus

A former college site near Leeds could accommodate more than 120 extra homes if planners agree.

Leeds City Council has received an application to develop 123 affordable homes at Horsforth Campus, Calverley Lane. The plans have been submitted by Stonewater Limited / Galliford Try Partnerships Yorkshire and Leeds City College.

This follows a previous, “phase one” reserved matters application for a different part of the same site for 65 homes.

The 7.8 hectare site comprises part of a former further education college, which closed in 2017. The intended 123 new properties for “phase two” would be a mix of detached and semi-detached two-bed, three-bed and four-bed homes.

A planning statement accompanying the latest proposals explains: “The site is in a sustainable location with excellent access to the facilities, services and public transport links in Horsforth.

“The development is for 100% affordable housing and Horsforth has a significant demand for affordable housing.

“Proposed design and layout within a landscaped setting will ensure the new houses do not exceed the height of the tallest structures currently on the former Horsforth Campus site. The construction will use materials with a traditional design, responding to local architectural evidence throughout Horsforth, as a natural extension of the community.

“Phase one and two together will deliver 188 dwellings which will be provided with 335 designated car parking spaces, 39 visitor spaces, and a minimum of 22 spaces available within the new streets. The scheme will provide a total of 396 spaces overall.

“Over the past decade, Leeds City College has embarked on an ambitious Capital Projects plans, to rationalise its estate, enabling the college to continue investing in new and existing facilities.

“The redevelopment of the former Horsforth Campus site will allow Leeds City College to accelerate its work in delivering the skills requirements of the region for an increasing number of young people.

“In economic terms, the proposed development will allow for the development of much-needed homes and contribute to meeting North Leeds’ affordable housing needs within the main urban area.

“The proposals will also support the existing services and facilities in Horsforth, and will create employment opportunities through construction and in the supply chain.”
