On the move: the latest East Midlands hires

Ian Towlson has been appointed to the role of regional frameworks manager at the East Midlands Property Alliance (empa).
Towlson’s background is in project management and quantity surveying at Nottingham City Council.
He said: “This is a very exciting time to be joining empa. Our public sector clients continue to face greater financial restrictions and increasing pressure to provide more public services for a growing population.
“Having worked within a local authority for the majority of my career, I understand the requirements and limitations that come with the procurement and delivery of new builds, refurbishments and extensions for public sector buildings.
“I have also had the opportunity to experience first-hand benefits which empa brings to clients. The team at empa finds cost-saving solutions to the construction needs of public sector organisations, efficiently refurbishing and adapting buildings to create new spaces and delivering projects using trusted construction partners, often to very tight timescales.”
empa, which is managed by Scape Group, was formed in 2008 by local authorities to help improve the procurement and delivery of property services within the public sector.
